Just as “Article VIII” is the old title for Section 10 of the USOC Bylaws, “Article IX” refers to what is now Section 9.
Section 9 describes the inviolability of an athlete’s right to participate in any protect competition. An athlete who feels that anyone has denied — or threatened to deny — her the right to compete can file what is commonly referred to as an “Article IX complaint” or simply an “Article IX.”
